The NW Active Streets selects transportation projects to be promoted and monitored and works towards their implementation. Many of these projects are drawn from Northwest in Motion (NWIM), adopted in 2020 by City Council, but can also be projects that lie outside the boundaries of that plan or that address modes not covered by NWIM.

  • Implement NWIM: Working with the Portland Bureau of Transportation (PBOT), we will support the implementation of the NWIM projects and coordinate with the NW Parking Stakeholders Advisory Committee (NWP SAC), and the Portland Office of Transportation (PBOT) in getting those projects funded.  We will review data and analyses indicating the effectiveness of elements of the plan and work with PBOT for their adjustment as appropriate.

  • Rebuild NW 23rd (Lovejoy to Vaughn): Promote this priority NWIM Plan Tier 1 project that will reconstruct the roadway, rebuild an aging signal at Thurman and improve pedestrian crossings. Further promote streetscape features and street art that will provide a welcoming transition from the freeway to the neighborhood. Coordinate with the, NWP SAC and the Montgomery Park to Hollywood (MP2H) group for project design.

  • West Burnside Street: Working with PBOT, we will continue to work to implement the phased development of projects along the Burnside Street corridor to improve safety and livability, including a signal at 20th Place, and the changes at 16th in conjunction with the Couch overcrossing project. Work with PBOT and TriMet for "Rose Lane Project" features for West Burnside Street that will reduce transit delay.

  • NW/SW 20th Greenway: We will work with PBOT to monitor the effectiveness and safety of the NW/SW 20th Greenway, which extends from the new NW 20th undercrossing of the I-405 ramp south into the Goose Hollow neighborhood.

  • Flanders Greenway: The NW Flanders Greenway stretches from Washington Park to the Willamette River and provides safe access for pedestrians and bicyclists, including a pedestrian/bicycle bridge over I-405. Continue to work with PBOT to monitor this project and work with the Pearl Neighborhood Association to add complementary public art on or near the bridge.

  • Other designated Greenways included in the NWIM Plan: NW 24th, NW Johnson, NW Marshall, NW Pettygrove and NW Savier. Work with PBOT to refine the details of these greenway improvements and monitor their effectiveness and impacts on adjacent streets.

  • Streetcar Extension: Continue to work with Portland Streetcar, Inc., Bureau of Planning and Sustainability, MP2H, and PBOT to evaluate an expansion of streetcar or other transit service to the Montgomery Park area. Participate in the MP2H Advisory Committee.

  • NW 21st/Glisan Intersection Redesign: We support pedestrian safety and amenity improvements beginning with  the NW 21st/Glisan intersection as part of the NWIM Plan. This can be a signature intersection in the neighborhood that demonstrates visible and beneficial use of Northwest parking meter revenue.

  • NW 20th LID (aka "jughandle") Improvements: We continue to monitor the performance of the NW 20th Local Improvement District (LID) improvements, including the reconstruction of the NW 23rd/Vaughn/I-405 intersection. Areas of focus will be anticipated traffic relief at the NW 23rd/Vaughn/I-405 intersection and pedestrian and bike safety. We will continue to advocate for the completion of project details that were left out of the LID-funded project including sidewalk reconstruction, vault removal, landscaping and vacated roadway removal.

  • NW Naito Improvements: We will monitor the performance of the NW Naito LID improvements, including the bike facilities. We will work to enhance the connection between the River District and the Northwest District, making use of the multi-use path under I-405 constructed as part of the NW 20th extension LID.

  • Safe Streets and Healthy Businesses: We will monitor and coordinate with PBOT the temporary installations and how they interface with NWIM.
